How do you measure AC hertz?

I have a portable generator. The last time I used it during a power outage it started out like normal. 24 hours into the outage everything started to dim down. lights motor loads like a brown out. I measured the voltage and it was fine. 119 volts and 232volts...119/113.
A electrician told me to measure the hertz. I have a Fluke 112 multi meter that will measure hz. I can not seem to get a measurement. I am not sure which gauge to put it on nor which lead jacks to use.
I understand how many watts I can use at a time. I only had my well running 11 amps 220 volt . 5000 watt genator

I have a Kill-A-Watt meter that will display output voltage and frequency. It's relatively inexpensive, especially compared to the Fluke meters. Compared to my work Fluke 189 its readings are quite acceptable. When using your Fluke meter, use the probes in the slots for measuring voltage. There should be a knob position for measuring frequency or Hz.

You need to ensure the engine speed remains constant at 3600rpm to produce 60Hz AC output.

If the engine speed varies with load you likely have speed governor problems or problems in the carburetor.
